Chief Operating Officer, J&M Global Solutions
As Chief Operating Officer of J&M Global Solutions, Gil directs all aspect of client engagement and provides support to federal, state, local, and private sector clients. He oversees all organizational development and strategic planning contracts and provides overarching leadership for the team’s long-term and post-disaster economic recovery efforts. Gil has supported the development of national emergency management policies and assisted communities with translating federal guidelines to support resiliency-building efforts.
Gil is a retired member of the Senior Executive Service. His federal career began as a field operations manager for disaster response and recovery programs for the U.S. Department of Housing and Urban Development, and his last federal assignment was as FEMA’s Deputy Administrator for Gulf Coast Recovery and the Principal Federal Official in the Gulf Coast States from 2006 to 2008. While with FEMA, he also served as Director of the National Incident Management System (NIMS) Integration Center, Deputy Director of FEMA’s Preparedness Division, and Acting Director of the National Emergency Training Center. He has demonstrated experience in successfully managing large scale, geographically diverse organizations in dynamic environments that involved the integration of emergency management planning, policy, and programs.
